Many users have been having this issue, it appears that if your getting this message it means your keys have been registered to another battle.net account.
As stated in post #2 there was a recent update that no longer allows the use of 16 digit keys, you can convert your keys via battle.net.
That being the case you will need to uninstall and reinstall using this method -

I am not native English speaker, so see if I can make myself clear.
I have 7 sets of CD-Key purchased from store (boxed game) around v1.10, and claimed only 1 set of them to my Bnet account in 2010.
And after this 8/13 update, only by re-downloading from my Bnet download page, am I able to connect Bnet with my only claimed key.
For the rest 6 sets, I first tried to claim every D2C keys I have on my alt Bnet account, and 5 of 6 said "This code has already been claimed!". so eventually only one(1) D2C key has been successfully claimed to my alt Bnet acc.
Then I tried all D2X keys, but unfortunately 6 out of 6 received "This code has already been claimed!" message.
I would like to share the followings to all dear JSP friends:
In past 2 decades, I believe I was/am a experienced PC user that's always keep my PC away from malware/trojans etc., and recently was still 7 Boxed by sandboxie.
Other than lagged out/re-open the game, Never in my 17 years as a D2 player have seen such "Your CDKEY is currently used by XXXX" message!
And EVEN if I missed, the possibility of 11/12 CDKeys I brought home from game-shops in the mall got ALL stolen is nearly 0.00%.
For I am storing all 7 keys splited among 3 e-mail backup folders with all differently passworded(timely changed every year).
In conclusion, quote another victim posted on Bnet forum
"If I am asked to pay another 10 dollars for a game I've played 17 years free, so be it."
