Under welfare, the families that tend to have the kids are the takers, the non working poor

Well yes.. it's promoting the classical christian family life for everyone... But there is no necessity for it when you have a welfare state. In countries where ppl are on their own when they get old, the cultural value of starting a family is stronger imposed from parents to children.

This is the actual motivation for high third-world birth rates.

They have lots of kids so the five that survive take care of them in old age.

Dunno how it is in murica but i can tell you that here population/age pyramids & demographic transition are teached in high school.
