Presumably because the slight increase in physical damage would not outweigh the increase in stat requirements... depending on what one was doing with them. I got a pretty nice stack of Titan’s on a plague javelin walkthrough (197 ED, if memory serves), never upped them as that is more dex than I was willing to invest.

This sums it up pretty well I think. Also matches my experience pretty well.

Titans for psy/leech/frw/throwing freedom/stats.

One ladder i played just because i bought a rare jav to use on nl after ladder.
That had same dmg as titans, but none eth and 2/2/40/massive ed stats. That was awsome for pvm as well xD Built a java and it quickly raped all xD
