Can you play an activated ability of a permanent you just casted even if an opponent destroy or exile that permanent as an instant at the moment you cast it ?

depends on what the ability is and if you need to tap it. If it is a creature and you need to tap it as a part of the cost you can't, but as far as artifacts and everything else you can.

Opponent cannot instantly destroy a permanent as soon as you cast it, it has to resolve and enter the battlefield first. Creatures with summoning sickness cannot use activated abilities that have a tap symbol as a cost, other than that all other activated abilites can be used at instant speed (unless otherwise stated). As long as it's legal you can activate the ability while holding priority or even in response to an opponents spell.

For example if you cast a planeswalker and your opponent lets it resolve, you get priority back and are able to activate one of the abilities on the planeswalker then your oppoent could destroy/exile it. The ability still went on the stack though and will resolve. Your opponent can never destroy it before you are able to activate one of the abilities on it, that is however as long as you activate it before doing any other action like trying to go to a different phase or cast another spell.
