Because it's only 15 minutes, allowing them to be as faithful to the game as anyone could get. They don't have to worry about a plot, character development, or any of the things that are actually hard to convert with moving a game adaptation to the big screen.
You gotta remember that the mass appeal factor (even when it's an uber popular game), requires the first movie at least to delve into back story, motive, relationship building etc... If you just make a 15 min film for only fans of the game, you don't have to worry about any of that shit, and once again, that's the stuff that's hard to get right and then transition from there to a feasible and exciting conclusion in the remaining hour, is where these films have just completely shit the bed.
