It explains it in the few episodes that have aired so far.
Basically they making the people think the scouts are committing murders. And stuff.
But really they dont want the scouts being active cause they will infringe the secrets they hold over the citizens.

so the current king and its people know the secrets within the wall, and the scouts are like detectives slowly getting to the bottom of it.

why why are they keeping the secrets from the people? are they the bad guys? i thought they were eldians which are good guys?

same reason our government hide things from their people

keep control and avoid panic
