According to blizz employees there is a big struggle between the moneymen and the people who actually build the game (source Jason Schreier). The moneymen are on top so even if new talent flows into blizzard to make new IP the moneymen will ruin it. They care for the shareholders first and foremost, the shareholders are the real customers.
Blizzard needs to go back to it's roots and make great games for gamers. It's a proven formula ffs
