Why not? Biggest hockey fanbase has a collective giant boner this week, and while yes they are "protecting themselves from massive payouts", they also are getting the bets that they want, and they've moved the line above Pit, Nash, Vegas, Bolts, Bruins to cash in on it. At this point in the season its totally subjective, who really thinks they've got a much better chance than those guys? Just simple supply and demand, they want to grind their house odds and get away with as much as they can.

Or those bookies where it's automatically set, with the house advantage worked in, to how much cash is being put on respective teams, then the leafs homers are goin nuts right now.

I just find it so annoying how people quote the odds as though the Vegas odds are any indicator of how good the hockey team is. The only thing the Vegas odds indicate is how many people are betting on a team to win the cup, doesnt mean they are the best team.
