There is more Experience in the Throne of Destruction (not the minions, but the rooms and hallways leading up to the altar of Baal) than there is killing Diablo (3x) and Baal (1.25x). Its worth the time to clear the whole area out...

How long does it take to clear the Throne of Destruction (not the minions), and how long does it take to kill Baal once his minions are dead?

If it's faster to just kill baal's minions and skip everything else then you dont waste time killing the trash. Pvm is boring enough as it is, your goal is to do as little of it as possible.

Besides, if you have a Baal game where everyone has enigma and none of them are leech bots you could just have 1 person clear the rooms that are in xp range of the minion waves for efficiency

My "thoughts?" on your statement that it's worth clearing it is that it is false. It's not worth it.

You clear the throne by yourself in between waves for maximum xp.

If you're into competitive ladder levelling, you should not be in throne the entire time. When you are in a p8 game, you should be popping the seals and doing a fast chaos, followed by killing nihlathak, and then searching a1 for an experience shrine before joining everyone else for wave 4 and 5 only in throne. That will be significantly faster than clearing out the rest of the thronezone.

Doing 30 second fast chaos is 1-99 in about 4 days
