Reason there are a queue / line on d2 from time to time when creating games is to many people trying to create a game at the same time.
This mainly happens during resets and have happened to me couple of times before. Nothing you really can do then just wait it out. Will hopefully be better in a few days or a week when its longer into the reset :)

This is the new form of realm down. They are trying to make it feel less disappointing. Before you couldn't even log into the account. There are several levels to realmdown now.
