Buddy needs a laptop for photoshop and high end photo editing and college to finish his degree. 1300 before taxes and I live in the United States. 14 inched under and slim.

Any suggestions, right now we are looking at MacBook Pro, Asus zenbook of some kind, or a custom from HP directly

Huawei matebook x pro is possible the best laptop on the marked. Waiting for it to arrive in Europe.

Important thing to check on screens are the use of PWM to control brightness. Low frequencies can cause eye-strain and headaches. Not sure why it is totally forgotten markting on laptops.
Regular desktop monitor are advertised as flicker-free technology, which are really focused on from manufacturers like Dell and Asus.

Sadly there are low PWM on the new lineup from Asus zenbook! Which was a total turn-off for me.
