Buy. 90% sure 4 will start at least.

Baker Mayfield will start at least 1 game for the Browns. Browns haven't had a stable QB season in forever, because the organization is dumb as hell and will never stand for sitting Mayfield, even if it is for his own good.
Sam Darnold will probably start at some point for the Jets. McCown will not be the season-long starter, and Bridgewater is an unknown. It's likely Darnold gets some starts, especially if Bridgewater and McCown start putting up the L's we all know they will.
Josh Allen will probably start opening week for the Bills.
Sam Bradford will be injured at least 1 week.
Lamar Jackson is the big questionmark. Does he get a start late in the season?

Rookie QBs will combine for more than 11 wins.
