That's skill floor, not skill ceiling. Everything Vayne has to do, everyone else also has to do as well. Everyone has to flash forward for kills, everyone has to dodge skillshots. It's harder for Vayne to accomplish things in game at a base level, but the skill cap is the same for these mechanics for most champions in the game.
For instance of skill ceiling, a Vayne in lane against a Caitlyn basically just sits there and tries to get whatever CS she can. It's extremely simple. You don't get to manipulate the wave much, you don't get to harass much. You're just grabbing whatever farm you can until laning phase ends or a gank happens.
On Caitlyn's side, she basically has a novel of options on what she wants to do with the wave, having to punish every single CS Vayne goes for, having to decide whether she wants to walk ahead of the minions to zone/harass, needing to get selective deep vision after a push to scout the jungler to not die to ganks. She has to do SO much.
