It's actually very much alive and has seen a surge in activity with the new patch and new battle.net features.
However, certain servers are more populated in certain game types. For example, Europe is pretty much the only BNet server which has an active 2v2 rt community.
US West - 1v1 only, used to be 3v3 rt as well but it died off
US East - 1v1 and 4v4
Europe- 1v1, 2v2, 4v4
Asia - I'm not familiar with this server so cant speak on it
I know East and Europe also have a somewhat active 2v2 AT scene as well. Cant speak on the others.
There is a Chinese client called Netease which is extremely active and has by far the shortest queue times. But you will have to look up a YouTube tutorial for how to download it, set up an account, and have the application set to English. This is a good option for competitive players and/or players who want shorter (nearly instant) queue times who are trying to improve their game.
