Anything below 70 is safe. 70-85 isn't too bad for short periods of time (not several hours/days), 90+ permanent damage can start to occur.
Those idle temps are pretty normal, but to figure out if it's stable, run a cpu stress test (prime95, aida64, etc) for at least 5-10 mins or until temps completely stabled out and you haven't crashed.

the lowest it goes is 28 then jumps around to 30-32 sometimes it spikes up to 50 something, I read online other people were expierencing spikes like that as well. but when I play games it gets to 75 and stays there I just thought the idle temps were kinda high

Heres my fan set up, I'm not sure if the back fan is bloiwing out what the front fans are pushing, and obviously the cpu cooler fans are blowing up into the radiator cooling the water

Idle temp has more influence from ambient temperature than cooling solutions on your PC (to an extent)
General rule of thumb for case airflow, you was equal number of intake and exhaust fans.
75 when gaming is kind've warm, but still not dangerous IMO, just the price you pay for overclocking.

I'd stress test far more then 5-10 min for stability, just saying.
Also temps will continue to rise after the 15min mark due to residual heat.
Best example is a roast, you let it sit out after cooking as the tempo will continue to rise and cook it more.

I know, but a quick stess will at least give him a better idea what his max temps will be vs gaming. I usually go for an hour if I have to stress something.

It probably seems like rocket science...

...but if your idle temps (easy for anyone to check) are too high, your load temp will also be too high.

Don't feel bad though, you'll figure it out one day. :)
