Is there actually any data to show that low levels create lower rolls on runeword? I was just saying that out of superstition.

No don't listen to anything operator says. He didn't add one peice of information to any post I have ever seen him type. Not once did he actually add advice that remotely correlated to the op.

Check your ias tables. Its pretty important to be at max frames. It really limits you gear choices u can win vs zealot with 4 frames i never had luck with anything slower pb is ezy to hit 4 frames but u will be out ranged with a range 1 weapon. This is why i use greif zyhander i can keep gm setup or pub set up in box. Works great vs casters with griss helm wisps rising sun few points in natural resist for bm pubs with a enigma. With ba or pb ull get 1 hit every time you teleport right on top of them with 4 frames and range 3 weap they wont get away fast enough. Min dmg is important you will need greif or eth rep weap

I often transfer my base for a runeword to my level 1 high runes mule (contains my runes from Um upwards) and roll my runewords there. I've rolled 4 griefs to try get best rolls, had varying results. I recently rolled call to arms, and it was very good. I see no basis to say that what character rolls the runeword determined s the stats.
