Yes, You have 8gb total, You're currently using 4gb, therefore 4gb is available.

total physical memory would be 7.84 if it was only using half (one stick) atm

Well, it kind of depends on how much RAM he physically has in the computer.

I mean all these answers are nice, but overlook the fact that the OP may have 16GB installed. Point is...without a Speccy screenshot, we really have no idea wtf he is talking about.
