I'm trying to resize an avatar I created for my guild but I'm having troubles resizing it. Losing quality. Etc Etc

What's the best way to resize it in Photoshop? Inches?

You can use any method to make it fit in 24x24 px (think guild avatar was that size?) square but it will lose quality nonetheless, from lack of pixels to present every detail.

Best way is to use resize image option, doesn't matter if you use imperial or metric units.

Okay that's what i did. Less detail must mean better quality

Yes. The less detailed your image is, the better the quality is after downscaling. But everything got its limit. You can't fit 4x4 pixels of information into 1x1 and expect it to look as good.
