So, either I'd like to upgrade my PC to an intel gaming pc so mmo's run smoother, or just get a decent laptop. Budget around $600~

pc specs:
970 pro3 motherboard
8gb ddr3 memory
fx 6300
450 watt powersupply
gtx 1050ti
some crappy 1tb hard drive

either a laptop or upgrading my pc, advice needed. Thank you!

*if upgrading my pc, i'll reuse what I can, I don't need windows*

price may differ from 600-700 depending if theres a great deal going on or not.

/e Even for the $700 this build (minus vid card and HDD), you couldn't get a laptop that was anywhere near as good.

The CPU is fine, and can overclock if desired. 16GB of RAM is pretty much the standard these days, especially if you like to do multiple things at the same time.
As for the case, I dunno what case you have, so I picked a decent case for a nice price.

what sort of performance boost am I looking at with this upgrade? or would it be more optimal to just stick with the PC I have now and get a laptop

The Ryzen 1600 will wipe the floor with the FX-6300. The SSD will destroy the HDD.

right now i'm playing BDO a lot, its pretty un-optimized but at medium settings i get 30-60 fps depending on the areas i'm in.

I'd also like to play GW2, which is also crappy optimized, so will I notice even a slight performance for this price in those 2 games?

MMO's favor CPUs...not just Intel CPUs.

I wouldn't be looking for a laptop for GAMING , Pc is for that.

Mostly just stuff that can handle photoshop fairly easily and light gaming on the side *league of legends and such*

If you want a laptop, get a laptop. As for a PC the build I gave you is about as good as you will get price/performance.
