I was getting messages that My cpu was overheating during certain games, and also when i turn on my PC i get a message saying cpu fan error.
i took apart the tower and turned it on, all fans seemed to be running.

im now also getitng a message in my bottom right corner of my screen saying
" Warning!
CPU_FAN 0 RPM"

all of my processors say that this device is working properly, if the fan seemed to be running what is the issue, and how do i resolve it?

Is the cpu fan plugged into the cpu fan slot?
If not it may be freaking out over it although that wouldn't explain why your getting over heating issues.

The fan might just be on the way out and not reading properly and spinning at lower RPM than it should be which would cause the high temperatures

The computer is very old, I got the "Speccy" thing. it says my fan is rotating at ~1300 RPM and occasionally jumps all the way up to 675000 RPM (all while still getting a message saying its running at 0rpm)
if it does seem i just need to replace the CPU Fan, does the case have an impact on what i can get, (NZXT Phantom).

A Speccy screenshot would make it easier for us to answer. A screenshot of the main page when Speccy opens.
It would also help to know if you are using a stock CPU cooler, or a 3rd party CPU cooler.

got a hyper 212 evo, just installed it. Started up no issue (no CPU FAN ERROR message on start up or so far)

hopefully nothing overheats when i play a game, thanks guys!

Did you clean off the old paste with rubbing alcohol and then apply new paste?

i did..... hopefully didnt destroy my cpu in the process. the instructions it came with only had picture and no words, so when it showed to put the paste on i put the whole tube of it on and it was running down the sides

re-cleaned it up good and bought more and re-applied less.... but still worried that some got into somewhere it shouldnt have

Hopefully it's non conductive paste. It usually doesn't take much since you don't actually have to cover the entire CPU with it since the CPU cores themselves are directly in the middle of the IHS

it seems fine so far, its whatever came with it.
