Every 16 seconds you get EO for 8 seconds.
So you have 8 seconds of EO then 8 second down time (RT) and then EO again for 8 seconds.

well im not really sure about answer to this, but i do know there are 2 likely solutions
! so since the EO definition is "40% more Elemental Damage if you've Crit in the past 8 seconds, No Critical Strike Multiplier", its either
1) RT expires, then you get 40% more elemental dmg immediately, in which case its exactly 20% more dmg, ooor
2) RT expires, then you get EO and the 40% more elemental dmg only gets a chance to proc, which is nearly immediately cause the weapon has good base crit, but not immediately. in this case its a little less than 20% more dmg
anyway, it doesnt matter at all which one of us is right because the dmg difference wont matter much with that base crit of the weapon

but i mean, the problem is that i have no idea if EO means just give 40% more dmg, or like on passive tree just a chance to get the 40% more dmg on hit!
