Overall, if your %mf exceeds ~250%, less items spawn
rare.

Hard question, since it depends on what you're after, and who you kill.
Some figures when you kill a level 20 unique monster :
% mf | chances for a
ring to be rare
0% | 5.84%
100% | 10.32%
200% | 13.42%
250% | 14.69%
280% | 15.43%
289% | 15.625%
300% | 15.618%
350% | 15.59%
400% | 15.56%
500% | 15.52%
1000% | 15.41%
Figures would change for other items, and from other targets.
I'd say that ~250% mf is usually what you want for finding rare items.
