Plus side: Balista's become viable
It was a close decision but I chose magic because I felt it had the most benefits across the board.
For Passive skills:
5-7 to crit has good returns on investment
1-4 into dodge/avoid/evade - lowest priority of the skills
8-13 into valk - very strong in this range, any more skills is low priority
5-7 into pierce, 5 is pretty descent
20 penetrate - essential for getting attack rating up
Stats
Str: enough for bow of your choice
Dex: dump all extra
Vita: 100-150 is enough to survive

Gear
Helmet: 2-3 socket helmet with diamonds - essential for attack rating
Armor/belt: you can shop a magic resist armor in nightmare act 1-2
Jewelry: whatever the game gives you to work with
Gloves: shop/gamble 10 ias gloves
Boots: shop/gamble run/walk boots
Bow: The key to this is the horadric cube formulas, 3 normal gems+ socketed bow, or 3 flawless gems +magic bow.
I chose a rune bow for the speed, but gothic is also very good choice.
You want to roll this until you get a favorable mod and 2 sockets, ideally.
its critical to socket it with a sapphire (freezing) and emerald (prevent monster heal).
Later on you can try imbuing a few bows. I got super lucky with my rune bow roll, only tried 3 times, yours probably wont be this good.
Strategy: its pretty much diablo 1 rogue, you just point and shoot, its slow, but there isn't anything that she can't handle. (Duriel is hard AF)
Build should be finished in the 6o's and optimized in the low 70's
