The only thing that has an overall cap is EE. You see in the posted chart above the caps for EE per tier. You can add another 20EE on top of that from your proficiency (proficiency is EE earned) and that's it. Anything over that is wasted and you don't get any added benefit. After that the only way to increase the damage of an item is by its damage contributing stats such as strength, dexterity, intelligence.
As an example let's use a level 10 ice charm for casting damage. A perfect level 10 would have 100ee. You happen to have 20 ice proficiency on the character that has the charm equipped. So you're at the cap of its tier (100) and the hard cap which is 20. Currently with casting charms there are elemental masteries that act the same as EE for the element. So if you had a level 10 ice charm with 95EE and it has also +5 ice mastery as well and you have 20 ice proficiency you have the same result 120ee. Once this happens the only way to increase the damage output is by intelligence or other damage modifiers like critical strike, mind numb, armor pierce.
Nothing else caps or has diminishing returns.
