It was never broken, but different and better
Fruit explained to me a few months ago. The difference between 1.00 and 1.14 classic WW is that in 1.00 (IIRC up to 1.04) WW attacked two times instead of one in every 4th frame.

I think the person you quoted was looking at the actual animation (of the Barbarian), but the animation has nothing to do with how many attacks the Barbarian actually makes.
I recorded Whirlwind and played the clip back frame-by-frame. Every fourth frame I made two attacks. (Those attacks can both target the same monster, or different monsters.)
Note that each attack has its own hit-check, so it's possible that one attack misses, while the other one hits. (Or both miss, of course!)
I also looked into skills.txt, where there actually is a parameter "attacks per tick", and in 1.00 it's set to 2. (In 1.14 for example, it's set to 1.)
And to see if the parameter does what it sounds like it does, I set it to 20 and then did another test, and I just vaporised everything in range. :-P 20 attacks every 4 frames.. it was ridiculous.
