So he was detaining people who could not be charged with anything simply because he thought they were illegal, got told to stop by a judge and ignored her.
He was found in contempt and charged.

Trump immediately pardoned him, before he even appealed.
So the judge made sure that the ruling stuck and that left the conviction in place but unpunishable due to the pardon, but left it no longer able to be appealed.
Now if any of the people he illegally held wants to sue him he can never clear his record and he has already been found guilty of what he is being accused of.

Legalese is sometimes tough. The Supreme court will overrule this...

I'm no lawyer but I would bet that "without qualification" means........without qualification. One of a US citizens civil rights is the ability to have his day in court. So if any chose to sue Arpaio, he would legally be able to defend himself. I feel that the original judge in this case...HAD to say Trump couldn't completely pardon him...this to protect his/her credibility, knowing that the Supreme Court would overrule it.

Getting your rights restored =/= having a criminal conviction expunged from your record.

I think it will have to stand, he can not appeal it because it was pardoned.
