If you had say.. a level 39 with 68 quest points, around 2kk

full angler set and heron at 44 fishing

I would focus on getting every skill to 99 while obtaining large amounts of coins while completing the available quests.

I would just get all the quests done that you can then skill for the requirements for quests you cannot do and keep moving on that way.
Sort of what I did, at least on RS3. Got all the skills needed for quests and tasks, then hammered most of them out.
