I was able to find this, I just needed to know where I would have to farm to get it to drop. Area levels and item levels.

Yeah first time I had a problem with d2wiki. Ended up calling my mom to make sure it wasn't just my end

the following are qlvl according to a txt file i have:

vmagi: 37
que-hegan: 59
lidless: 49
sigon shield: 9

Notice the difference between, for example with Sigon's shield :
QLvl = 22 (as any Tower shield)
Lvl = 9 (special setting for any set/unique item in the game)
rLvl = 6 (required level to equip it)

To have a chance of spawning it, the item level must be at least equal to the highest between QLvl 22 and Lvl 9.
