Everytime anyone touches or suggests buffs for uniques GGG just says that they're at their intended power-level. That's why they nerfed lowlife. Thats why they nerfed Crown of Eyes. Thats why they nerfed: <Insert Meta Unique>
GGG has an odd sense of power-levels. They don't want uniques to be core, they want them to be weaker compared rares- but they give them build-defining mechanics. Like generating power or frenzy charges.
I could say buff 'x' or nerf 'x' but it would just be subjugated to be a bad or op change depending on the combinations people find. There are too many unique items that do separate things to completely balance out the bad and good.
For example: if we changed Bitterdream to have an upgraded version that makes all the supported gems level 20 we all of a sudden have an incredibly powerful unique that would probably rival acuity-level.
For example: All of a sudden we have Cold Bladeflurry; Blade Flurry, WED, Inc/Conc Effect, Added Cold, Cold Pen, Hypothermia, Ice Bite, Infinite mana sustain, Reduced mana usage (Offhand and use as 6-link)
Combine this with a Cospri's Malice(Flat Cold Damage) for our mainhand and we have something truly insane. A Blade Flurry build that can use a Kaom's Chest. Broken right?
Another example; Pillar of the Caged God, what if there was an upgraded version of this that had an additional 100 flat physical damage- making it's pdps from 35.1 to 165.1 - This would cause all the surrounding uniques that gave an insane amount of strength/int/dex a power level we didn't know existed.
