I will tell him that i need:

i5 4770k or similar
16GB RAM

and the BIOS he will decide if he have to change it or not

Tell tech to upgrade bios first
Install new CPU
Install new ram

So the 4770K runs at 3.5 GHZ the 4770 runs at 3.4

Given that you can't overclock the K sku just buy whatever fits your budget best.

download win7toflash, and create your bootable usb drive to install
