This gives about 20-30% less xp per hour but maximizes crates. Since people pay per crate you can circumvent the loss of crates in favour of gaining slightly less xp for them.

Technically speaking yes, but each roll = a single crate game, which is the typical for not fletching in W9.

So, if you are paid by crate rolls this is better for you. It is never favourable to get paid by crates if you can not fletch though.
