I bought this PC 2 months ago: https://pcpartpicker.com/list/BXPWgL

I have been having some problems with it :(

I've tried running Prime95 torture test and the temperatures look fine.

Rocket League has high amounts of micro stutter and low fps (140).
Path of Exile sometimes turns screen on and off (sometimes getting 24 fps), this might have something to do with g sync? (When I turn g sync off it is fine).
In CS:GO I get lag when I press ESC in-game.
In PUBG I have a lot of crashes, on average once per 2-3 games. And this problem with colors (picture), it happens when something dark moves over bushes/trees/green stuff.

Have you installed all the latest drivers currently available, both for your motherboard (chipset, audio etc.) and graphics card?

If yes to the above, have you changed the refresh rate to what you monitor is rated at (144hz) in the Nvidia Control Panel?
While there, under global settings, you might also want to set "Power management mode" to "Prefer maximum performance".
Additionally you could also try switching to "Enable G-SYNC for windowed and full screen mode", to see if that should help the problem.

Try a format.
That should instantly rule out software generally speaking.
From there I would try another PCI-E slot as well as reinserting it in the same slot.

Prime95 in no way stresses the gpu Try running like furmark or OCCT alongside it.

Whats your voltages from your psu?

Are you using a platter drive or ssd's?

Sorry for the very slow reply, been sick for a while and been in the hospital.

I've tried everything you said, a windows format did fix some isssues, but I still have a lot of problems.

I get lag stutters in almost all game (every few seconds)
Rocket League: 150ish fps
CS:GO: 150ish fps (with lag stutters)
PUBG: 40-100 fps (with a lot of lag stutters)
Destiny 2: 70-144 fps (can't play windowed because it lags and fps is 30ish)
Path of Exile: fine but sometimes 24ish fps because of Gsync I think.
Chrome: Videos lag, some videos don't even work in fullscreen (mainly twitter). Video services like HBO sometimes lag when playing video.

I'll run some tests again as I lost the result from windows format.

I use a ssd.

Hardware is listed in first post (pcpicker)
I use a wired connection 100/20

Add Rust to the list of under-performers, low graphics I get 80ish fps and a lot of stutters.

do you have a spare gpu laying around?
did you run the gpu from another pci-e slot?
can you lower the ram speed to 2133 and try again?

Monitor the voltages and the network when playing and see if either acts up when playing.
