Whether frats and individuals should be held accountable for drinking, and if so, how strict of penalties?

There’s a lot of kids dying because of parties now. People need to be held accountable. I.e. frats shut down, students expelled, etc. Underage drinking is illegal, and it doesn’t even receive a slap on the wrist as long as it’s done at college.
