Not opposed to them as long as I don't run into temp issues. I'm not a huge show off kinda guy, my tower is generally hidden from clear view anyways.

Figured a 212 would be a worthwhile upgrade from stock if I wanted to do some mild overclock.
As stated above, monitor is NOT included in this budget, that's a completely separate topic.
Will prices really change that much by October/November?

Lots of things will change, including possibly, availability. Black Friday and Cyber Monday are also in November.

So if what I'm really after is just upgraded graphics for now, would I be better off just upgrading my vid card to like a 1060 6gb and a better monitor, then upgrading the rest of the system later? And how much of an impact does framsync have on the games listed above? (LoL, PoE, D3, Overwatch, Minecraft, Skyrim)

Is the 1070 really even that much better than the 1060 6gb? I'm not trying to play on ultra settings, mid-high @ 60fps is fine. Just like nice picture.

1070 is about 35% better


freesync is useless without amd gpu

and for those games you dont need it

none are really graphics intensive at all, overwatch MAYBE

eh screen tearing isnt really corelated with how graphically intensive it is
depends a lot on the thematics, motion and camera style

So what I'm asking then is will I even be able to notice a large difference on those games with a 1070 over a 1060 if I don't care about all the lesser settings maxed out?
