No, leech isn't capped but what you can leech from monster will vary !

Good point to know is in hell difficulty that your overall leech will be roughly cut by 3 ~

58 life leech is the max ( granted by ladder items ) that i could think of ... however no point for such setup since the life regained from your leech is bound to the dealt damage through your attack rate
