5ms reaction time is more than enough for games right? So i can rather grab IPS than TN panel.

That's not an IPS panel...it's a TN panel according to Philips.

and 4k being 4096 x 2160

Just remember you have to stack that 5ms on top of the ms frame time brings to the table.
