Generally these days, you're looking at approx. $1500 just for the computer itself...no peripherals.
I saw you mention that your brother gave you the budget.
I dun know what he had in mind, but like I said...$1500 is about the norm. Lower than that and you have to skimp here and there.
/e As for the meory question...he no doubt checked G.Skills website and used their RAM configurator.
RAM companies actually test their RAM on the various motherboards...for compatibility.

after the board has been out a while, more tests, usually by the RAM manufacturer are done as well.
As for the pins on the RAM sticks...all the DDR4 motherboards will have 288 pin slots. The slots for RAM are generic, all will be the same size. Just like the PCIe slots
They are both factory standards.
