The services windows will open.
Scroll down the list, and see how many are set to Delayed Start. They are set that way so you can fire up your game or your browser, w/o having to wait for them to start.
Even though you can use the comp faster, doesn't mean that Windows is not doing a ton of shyt in the back ground. If you have a badass comp, this will take less time, but it will still take at least some time. Slower comps take even longer.
Just restarting a comp, doesn't cause this. But shutting a comp OFF for an hour or 2 days, will definitely stop all the running services. Starting the comp after a complete shutdown, starts this services process all over again.
In other words...starting a comp from a complete shutdown always takes a bit of time. The folks at Microsoft decided that we shouldn't have to wait, doing absolutely nothing, so they thought up: Delayed Start services.
Now we can do things as soon as the desktop appears. A bit slower than normally, but at least we don't have to wait like we did in XP and before.
We just have to realize that even though we CAN make use of the computer sooner, we still have to deal with some initial slowness, till all the services that should be up and running...are up and running.
