PC running a virus scan?
Windows update?

Next time it happens take a screenshot of your process list in task manager (one sorted by CPU and one by RAm)

Then we can tell you what's eating up cycles :)

the one time i had something like this happen it was because it was a fresh unoptimized install of 7 and it was doing its user experience index benchmarks in the middle of a game haha
had a bit of an eyebrow raise when i saw cpu jump from ~30% to 100%

thats how chromer works
such a memory hog

as for full disk usage turn off super fetch and w/e the other windows service that does it.
just google dick at 100% and you'll find teh services to stop.

think it's just something normal in the background with windows

happened to me I would turn on my comp to play overwatch and notice lagg and freakout and my disc would be %100 but it just took some time and it started to be back to normal %

the thing is windows has no reliable way to determine what complete disk utilization is afaik, my process hacker always shows 100% disk utilization when anything is happening after a short while of little/no activity, it's only accurate if i completely saturate the disk and then only until that period is off of the graph.

but even then it's not accurate because 4k or mixed reads/writes could have the disk at 100% at a lower mb/s than that sequential saturation

The only thing you could do is have a soft utilization number, in which the lowest absolute read and write speeds achievable would be 100%.
the problem is with hdds this is like sub-1mb/s
