Was your pc off when you put the card in?

Drivers for it are here...
https://www.asus.com/us/Networking/PCE-AC55BT/HelpDesk_Download/

First disconnect everything and only connect power to mobo (24+4/8)
Have the cpu in obv, and 1 stick of ram, along with a gpu if no onboard gpu.

Does it boot? If so keep re-adding devices 1 by 1 till its up and running..
If it doesn't try clearing out the CMOS by removing the battery and power source.
Do any of the fans inside spin when it gets power?

Your power button could be fugged, remove the button cord from the 2-pin on the motherboard use a screwdriver or some other tool with an insulated handle to short them out to manually start the machine.

Try to use something reasonably conductive, many tools unfortunately are not. a piece of copper would be best, just don't directly touch it.
