I think this is incorrect.

10% weapon damage is almost always better than 1000 int in terms of damage.
The 10% weapon damage will always be a 10% damage increase.
1000 int is up to 10% damage increase until your int gets to 10,000 which afterwards will start to decrease in value.

Getting 10,000 int total is considerably easy:
Considering all ancient items with average of 600 and 900 stats, and no stats considered on amulet, rings, gloves, and weapons (for offensive stats), augment with lvl 70 gems, paragon 900, you can already get 10300 stats, and this is without your base stats.

Don't know why do you need 2.5k paragon.

E: another argument is, you can always get stats from paragon points and augment. You roll stats off items to get stats which you can't get elsewhere e.g. amulets, rings, gloves, weapons.
Best in slot end game items should not have stats on it.

yep thats what i thought

got around 17k int on my wizz, i would trade 1k int vs 10% wpn dmg any day of the week probably
same for cd/cc/attackspeed.

i even saw ppl recommending rolling lgoh on wpns for pushing highers grs,

it is a primal ancient, so all stats automatically roll perfectly (even for enchanting rerolls). They're super rare (I think each legendary identified has a 0.25% chance of being primal). They also have certain guarantees such as that primal weapons will roll without a socket, primal pants and chests will always roll max sockets, and i'm pretty sure weapons also guarantee main stat on the item, but still there are usually around 6 or 7 perks that can roll in the primary section of a weapon, and you only get 4 so getting one with all 4 that you'd want (or 3 since you can enchant reroll to get the 4th) is also pretty rare. Then of course there is the low chance of getting a primal that you'd want to use, such as the BiS for the build you're using...

10% weap damage IS better than 1k int at certain points

cba to find tipping point, but i believe most high-time builds prefer %dmg over the 1k int.

that flat damage increase is huge before all the other calculations.
