Fun fact: the lower-valued Shimmering prefixes available on Large Charm and Grand Charm are the only charm affixes that have both a minimum (m) and a maximum (M) level*.
Let us just focus our attention on Grand Charm:

(P) Shimmering (m=8, M=13, levelreq=6): All Resistances +(3-6)
(P) Shimmering (m=14, M=34, levelreq=10): All Resistances +(8-12) <-- design hiccup; where is 7?
(P) Shimmering (m=35, levelreq=27): All Resistances +(13-15)

In the case of Grand Charm: Item Level = affix level - hence Shimmering on Grand Charm Item Level: 8-13 is always All Resistances +(3-6), Item Level: 14-34 always All Resistances +(8-12), and Item Level: 35+ always All Resistances +(13-15).
*) Very few affixes in the game have a maximum level, and this is why most of the lower-valued affixes spawn all the way to Item Level: 99 .


Perfect (Defense: 74 is the maximum).
