his psu may be a dual rail system which would split amperage in half between the two rails, when a sharp spike in amperage is drawn from either the gpu or the entire system (hdd spin up can cause this even) it would auto restart

Pretty sure a 970 has 2x 6pin connectors, I would use 2 separate 6pin cables for each connector instead of using two from the same cable if that’s what you are doing, chances are the other cables are spilt across each rail.
