It's very possible that you saw someone else using the same render in a sig. It's easy to find the render by simply typing "rory mercury render" in google.
Unless you can prove it was ripped, such as linking where you found the original, it's not right to accuse someone of ripping.
If you ever accuse anyone of ripping in the future, do so here: http://forums.d2jsp.org/topic.php?t=74775596&f=105 and provide all the proof you're able to supply.
They will receive a pm from those who monitor the ripper accusation thread, and you don't have to do anything else from there.
This allows the accused to either remove the image they ripped, or provide proof that they did not rip it.



He says he has the psd file for the sig and is willing to show it if you are accusing him of ripping it.

some people like glow around renders. >_> so just say you dont like glow instead of saying Dont do X and rule of thirds is impratical in most Sigs

Glow could be used nicely if it works itself into the background, rather than separate it from the background which causes it to look like the render was slapped ontop of the background.
Also, I never said "Don't do X" - what I did was suggested you to not use it, as more often than not it detracts from the quality rather than add to it.
You don't have to strictly follow the rule of thirds every single time you make a sig, but it generally looks nicer doing so as opposed to having your main focal point hanging out on the edge. It feels less empty that way.

Also, I would suggest trying to extend the hair (where it's cut off in the render) using other ends in the picture to make it look nicer, rather than erasing and fading it away
