Photography is like riding a motorcycle, should you buy top of the line right off the bat, not so much but you mention ISO so it sounds like you may want a DSLR eventually? If so any point and shoot is a.) a joke in comparison b.) like buying a pedal bike to learn how to ride a motorcycle, utterly pointless.
Now if you WANT a point and shoot, I would recommend looking at the individual items, who makes the lens ect. I like Canon for P&S personally, Panasonic also has rights to Leica lenses and can take great photos.
