he was. goku was talking about wanting to try to recruit him for the tourney but dende mentioned that he was still a baby.

tbh uub is a useless pointless character at this point. he was a human reborn with HALF of buu' power because they split. I seriously doubt he has much potential to grow and get stronger because that just would not make sense. even buu is pointless and useless now so why should uub be any different.
