oregon? looks like the shutter was 25+, try using something < f 2.0 so you can reduce star streak but its a nice picture

If he had a tripod he could just do a multi exposure to isolate the sky as another layer, if he needs a slower shutter to keep the water glassy.

Its because the sky moves as you stay stationary. the stars are moving because his shutter was set to a long exposure to get thebig light of the city

9 Depends on the Look And Feel you were Aiming For It Could Be A Solid 10 Out Of 10 But I'm Not Sure At the Very Least A 9 Minimum.
