I'm unaware of the laws in relation to comcast but I'd assume thats state dependent.
But I can assure you not all companies have such stupid policies in regards to usage of a service.
I mean in a commercial environment you still risk the same failures.

With that being said the consumer has every right to choose who they want to do business with.
