US east has been having lots of issues to my knowledge lately, I believe there was a post on blizzard forums reguarding it.

I get the same issue, me and CallMematt live in the same appartement

This is weird!

See what happens to both of us, I put East try to join bnet, the screen loads and comes back to the same menu instantly.
If I click again on battlenet the game just freezes and nothing happens (we stay at the same menu)

Facts :

West works
East works on our cellphone personnal hotspot

Off-topic, if you're both using the same wifi (and therefore same IP address...) be careful if ever trading between each other (best to avoid it altogether tbh), as it can be seen as suspicious.

Same goes if one of you scams, both will be locked :)

On-topic, can you post a pic of the error message please? (or does D2 just crash)?

/edit, and did this randomly just start happening? Or have you been afk for a while.

Have you checked your firewall settings to see that it's allowing Diablo 2 to run? (IIRC it's port 6112)
Are you running as administrator? As if you're running as just a 'user' it maybe blocking the connection, which is what the video seems to show :)

I'm not totally sure what's the cause, but maybe these steps can help guys :) gl, it's bed time here :D

No firewall is on and no settings have been changed.
Yes, I am running as an administrator, it doesn't seem to be an issue with the game since it works on hotspot (cell phone data) just not on our network.

I tried closing the modem/router too

mm, that looks really odd.
try this
click d2
click properties
add -skiptobnet to end of target

are you both using same hotspot when u get online?

maybe its r/d, just skipping the error message?
