With the upcoming patch featuring dueling, I could see this as potential fun. Not to mention that everything is dead cheap at that level.

Basic rules would need to be implemented from the start regarding hellfire rings as well as the topaz of the highest grade giving 2,200 dmg damage return to melee attackers.

The dmg return is for melee attackers (barb and monk) and considering the 2 classes, i doubt 1.3k dmg (before armor, all res, elite dmg reduct %) would be relevant. It might be problematic but I highly doubt it. You also have to sacrifice a weapon gem for it (100% crit dmg). If anything i think you'd lose dmg.

We would also need to determine what max level we can reach. I just took a look on the bnet game guide and every class needs to be level 30 to learn all their active skills. So I guess that's a start?

Additionally, some items come with a "lower level required" affix so it might make some pretty interesting builds (i think it goes up to -18 lvls) and can spawn on anything.

Does the -18 lvl req apply to lvl 48 items, or is it only ilvl 61+ mod

I just verified and I did a mistake. You can get lvl reduction on gears at any level but like in d2, the lower the item level is, the smaller the amount on the affix. So Like at level 60 you can get -18 lvls, but on a lvl 40 item you can get like 10 or something like that.

I also just took a look on the AH for weapons and I didnt like what I saw. The horadric hamburger and Spectrum (unique dagger) are both required lvl 30 and both score above 700 DPS (going up to 850) and every other item (rares and lower uniques) cant get past 60 total DPS. So if 30 is the level we are choosing, I doubt those 2 items are stuff we'd want to use so that way dueling wont be a 1hit-ko fest since we won't have all resist (ilvl 60 affix) to protect ourselves.

Those 50-60ish dps items do look interesting though (1os, up to 100 stat, cute proc on hit).

ive been gathering some bits. just in case

looking at level 9 and 18 mostly bit of 29 because 30 characters can use 850 dps hamburgers which is fucking stupid.

i think your right, hellfire rings and the like would just be stupid.
